There is a string of quests that you must follow to get access to the mountain entrance (if you side with the Raiders, otherwise you use the basement of Freddy Fears when siding with the Settlers), which allows you to do the final quests in the string. The very last quest gives you access to the elevator in the shack. You should do both factions up until the quest "siding with" appears. this is where you should start grinding reputation for both factions.
