It's probably a bit late to tell you that but you can get fusion skills as items. Both Infinity and Armageddon can be acquired through the Challenge Doors (Margaret thingy). It's good you mentioned you're playing P3P, because that's the exact reason why it's not working. Fusion spells work in a different way in P3P, they're consumables that you can buy in Shinshoudo Antiques, and you don't need to carry the personas related to those spells to use them.
