More of a mod/riven thing than a weapon thing specifically, but IMO if a mod or mods makes you do 0% or less finisher damage, you should not be able to do finishers with that weapon. As it is now, you get will get stuck in a finisher animation where you can still take damage but not do any.That being said a properly modded melee weapon is sufficient for any natural content in the game as far as Finishers go.
