The water heater bypass valves are usually close to the inside surface of the water heater, which is where the water connections to the water heater are located. Unless you have a large trailer with a Universal Docking Center (UDC), you typically have to open a panel or take down a wall panel to get to the valves.
There are three types of RV water heater bypass valves out there: Three-valve system: Ensure that the valves on the cold and hot water lines are turned perpendicular to the line. I can hear water going into the water heater and the burner fires to heat the water. When I open the relief valve on top of the water heater hot water comes out but no hot water is getting inside.

If you go to the "TOOLS TAB" at the top of the page, click on it, go to "Owner's Manual" click on it, on the left will be a list, go to "Plumbing" then find the brand of water heater you have. This will help you troubleshoot your system. You can find allot of information there for other systems in the rig which can assist you.Our bypass is located with three separate valves located directly behind the hot water tank. Located inside basement, in off door side. 4 screws to remove panel and hot water heater is located behind. Not sure if the tank is located there with your particular floor plan. You have to reset the bypass valves to normal operation position in order to fill the Hot Water Heater tank. I put 40 psi of air pressure on the system and proceeded to open up the taps and blow the water out. No issues. With all the water out I opened the 2 valves in question and nothing appeared to happen.Typically there are 3 valves. One on the cold water line going into the bottom of the water heater.
