1. There is a bug with Alwyn quest. If you don't have the quest already (because he is in the starter town), then you'll have to start over to get it. 2. Just because there isn't a quest marker on the map, doesn't necessarily mean there aren't any quests. I have found the map to be glitchy when showing available quests.
The reputation payouts tend to be fairly constant regardless of the quest. And as far as I can tell, Diplomacy only levels from flirting, trading and doing quests. Flirting is a grindy and game-y way to level it, trading is natural but a fairly small trickle, and questing is the best way to get some without extra effort on your part.There are a variety of possible challenges given by the Herald.
