I took the plate off & put new gasket on. no leaks, but now my air pressure gets to about 90-100 & then takes 20 30 min to get to 120 the cut out pressure I have govenor set to. before it used to get to 120 fairly quick.

If you have a Bendix AD-IS air dryer the govenor will be bolted right to it and look like the one right above^^ otherwise it will generally be bolted to the compressor head or close to it and be an adjustable governor.

The high pressure side does get cold all the way to the condenser. When the compressor engages it never cycles off and the engine fan never turns on.

Those two things control power to compressor. Your Truck may be different than mine. Fuses etc. Mine also has a constant power supply wire running to it that comes from the starter. Step 3 remove fuel lines out of the way from the fuel module to the fuel pump so you can access the inlet to the compressor/governor airline and coolant lines. Step 4 remove all those lines.
