I've mained contraverse for a long time (now switched back to nezarecs) and I remember that change well. Used to be able to randomly get almost a full charge, half or about 25%, but after that change recharge was still around 40-50% consistently, and with a double hit you basically had the nade back (this was back before void 3.0 when devour helped the recharge a lot, thought the bugged ...
