On older alternators, it is a coil & capacitor network in a little potted module. Should not affect alternator performance at all, likely loose ground connection in the alternator or a cap has failed. They used to make good ones, 3rd party, that go in the alternator output lead wire. Mainly to do extra good filtering for ham radio installation.
