I changed the brake switch for $14, and the brake lights and back up lights work. IF you move the van a bit, then the P light comes on and I can shift it then.

P might not be engaging the switch correctly. I would check that first since it sounds intermittent.Have someone step on the brake pedal and look to see if the brake lights come on. If you need to get the lever out of park you can also use the shift lock release. There is a small plastic cover next to the lever. you can see the cover in the bottom of the picture.
