There could be a 1943 cent struck on a silver dime planchet, but then it would be the size, weight and thickness of a dime and not magnetic. Plating doesn't have to be shiny, and a dime is silver colored, not copper colored. It is absolutely a copper plated steel cent, it is very common.I'm still getting my feet wet with really nailing machine versus doubled die, but this looks like it may be machine doubling.
